In different jurisdictions there will be concentration variously on imports and exports, and the responsibilities will represent a balance - amongst other things - between trade facilitation, controls and protections, and revenue collection. Unless forwarders in China obtain solid evidence that the shipper accepts a Forwarder’s Cargo Receipt (FCR) purely as a receipt, and that there is no requirement to obtain a bill of lading, they can be exposed to claims of loss of cargo payments under Free On Board (FOB) terms.

It can be difficult for a shipping line or other container operator to determine whether a missing container has been stolen or merely lost in the system. In many cases it can be a simple incorrect data entry in a container inventory; at some point, the missing container number re-surfaces in the control system and will be accounted for again. But when should an alert be raised?
