NCB’s decades of experience operating the global Hazcheck Restrictions system has demonstrated that carriers can confidently manage restricted cargo when accurate, authoritative data is available. Restricted cargo—including Dangerous Goods, military cargo, sensitive goods, self‑reactive substances, and hazardous or non‑hazardous waste—is essential to global trade, yet presents heightened risk when misdeclared or mishandled.

Through years of supporting major carriers, NCB has observed that even minor inconsistencies in restrictions data can lead to operational delays, misdeclared shipments and preventable safety hazards. Current industry practices for managing cargo restrictions are fragmented. Acceptance criteria and documentation requirements vary widely between carriers, ports and terminals, creating miscommunication, improper stowage, delays and, in some cases, abandoned containers and cargo degradation.

Without a unified, real‑time source of truth, frontline teams rely on manual updates and inconsistent communication. This reactive approach increases safety risk, disrupts voyages and undermines efficiency across the supply chain. To address this, NCB has expanded the proven Hazcheck Restrictions model to ports, terminals and other shore‑side stakeholders, creating a single authoritative database for global restricted cargo requirements.

 

The Innovation 

While safety attention often focuses on vessels, ports and terminals face equally critical risk exposure. This initiative extends Hazcheck Restrictions—already used by most global carriers—into a centralized platform covering the entire maritime supply chain.

The innovation lies in consolidating restricted cargo acceptance criteria across carriers, ports and terminals into a single, standardized and continuously updated database. The platform provides clarity on whether restrictions originate from governmental authorities or local terminal policies, reducing ambiguity and preventing misalignment.

Built on a secure, scalable architecture, the database integrates seamlessly with existing carrier and terminal systems. Stakeholders can access accurate restrictions data during booking, planning and compliance checks, supporting safer decision‑making and reducing reliance on manual communication. This approach draws on proven practices from the aviation sector, where centralized restrictions databases have long delivered safety and efficiency gains.

 

How It Was Implemented

The implementation builds directly on the existing Hazcheck Restrictions infrastructure already embedded within most major carrier systems. Responding to industry demand, NCB structured port and terminal restrictions in the same familiar, standardized format.

The database is live and operational, supported by ISO 27001‑compliant security, role‑based access controls and API integration. This allows seamless embedding within booking and compliance workflows, reducing errors and manual intervention.

NCB has conducted workshops and feedback sessions with carriers and terminal operators to refine usability and governance. Early trials are underway, with participation offered at no cost to encourage broad adoption. The system relies on collaborative data contribution from ports, terminals and carriers to maintain accuracy and ensure long‑term value.

 

What was the result 

Although still in its early phase, the initiative has already delivered meaningful outcomes. Engagement across carriers, ports and terminals confirms strong consensus that a centralized restrictions database is essential to improving safety and reducing inefficiencies.

Technical validation using representative partner data has proven the platform’s ability to consolidate diverse restrictions into a consistent structure. The main remaining challenges relate to commercial and data‑sharing considerations, which are being addressed through continued stakeholder collaboration.
