The Challenge
Cargo handling operations increasingly rely on cyber‑physical systems, integrating digital platforms with operational equipment. As a result, cyber-attacks now represent a direct threat not only to business continuity, but also to operational safety within ports and terminals.
Unlike other supply‑chain actors, ports are themselves complex networks composed of multiple independent organisations, systems and stakeholders. This makes the design and implementation of effective cyber‑risk management strategies particularly challenging, as they require alignment across varied technical capabilities, financial resources and cyber‑security cultures.
Throughout the processes of cyber‑risk identification, assessment and mitigation, human understanding plays a decisive role. Awareness of port‑specific cyber threats, combined with practical mitigation capabilities, is essential to maintain resilient cargo handling operations. However, dedicated education and training tailored specifically to maritime, and port cyber risks remain limited.
The Innovation
MAPO‑CYM (Maritime and Port cyber‑risk Management) is a specialised curriculum developed to address this gap. Its objective is to equip managers with the knowledge and tools required to manage cyber risk within maritime and port environments.
The programme enables participants to understand the specific cyber‑risk challenges in ports, conduct audits of maritime processes, design and manage cyber‑risk action plans, perform risk analyses and vulnerability assessments, and apply tools to anticipate, detect and mitigate cyber threats. It also addresses business continuity planning, disaster recovery, and leadership of safety and security management within port environments.
MAPO‑CYM is designed for both cyber‑risk professionals seeking sector‑specific expertise and maritime professionals requiring formal cyber‑risk management training. Participants do not need prior experience in the maritime sector, though a basic background in risk management is recommended.
The curriculum is structured around five modules covering the marine industry, port communities, digital transformation, cyber‑risk project design, and the securing of maritime transport and port infrastructure.
How It Was Implemented
The programme is delivered over one year (288 hours) using a hybrid format that combines pre‑recorded learning, live online sessions and one week of on‑site instruction. Modules can be completed independently with individual certification, with full certification awarded upon completion of all modules.
What Was the Result
MAPO‑CYM is an ongoing initiative, supported by professional institutions and subject‑matter experts contributing to curriculum development and programme delivery.
Conclusion
MAPO‑CYM is scheduled to open in Q4 2026, offering a dedicated, structured solution to improve cyber‑risk awareness, resilience and safety across maritime and port cargo‑handling operations.
